Based on the EU Regulation (EC) 216/2008 the EU Commission has issued amongst others Regulation (EC) 1702/2003. Annexed to this Regulation is Annex Part 21 setting in Section A the Requirements for applicants and acquired rights and obligations and in Section B the Procedures for competent authorities.
This course will discuss in general terms the legal and regulatory system as defined through (EC) 216/2008 and in detail (EC) 1702/2003 as far as related to the tasks and responsibilities of applicants and holders per Annex Part 21, Section A, Subpart F and G. It will address in detail the content and objectives of Annex Part 21, Section A, Subpart F and Subpart G.
The options regarding the issuance of the Permit to Fly by either the Competent Authority or by the approved Production Organisation will be highlighted.
An important aspect of Annex Part 21 is Continued Airworthiness, e.g. issuance of Airworthiness Directives and Service Information Bulletins by EASA and the required reporting by all parties of in service difficulties, incidents and accidents. This subject will be addressed in a separate module.
As the approval of production under Subpart F or Subpart G is granted by the Competent Authority, also the relevant Subparts of Annex Part 21 Section B, Subpart F and Subpart G will be explained and finally the EASA internal working procedures regarding production organisation approval will be explained. Also the necessary EASA standardisation of Competent Authorities will be addressed.
At the end of the training course the attendees should have a detailed understanding of all the tasks and responsibilities of an organisation manufacturing Products , Parts and/or Appliances under Subpart F respectively Subpart G.
Conclusion: EU Regulation (EC) 216/2008 and the EU Commission Regulation (EC) 1702/2003 defines the responsibilities of EASA regarding the production under Annex Part 21, Subpart F and Subpart G. Based on this training course attendees will obtain a detailed knowledge of this production system.
