Aviation Policy-making in the EU

Introduction

The participants will be introduced in the basic framework underlying the cooperation between the Member States and the European Union institutions (Council, European Commission and European Parliament) Characteristics of European Cooperation.

Subsequently the participants will be introduced in the daily practice of policy making in aviation within the EU-system. The roles of the different actors will be explained as well as the the decision-making process .

Part of the course is developing a strategy to practically influence the decisionmaking process and a role play to train to understand the formal positions the different players have to take in the decisonmaking–process.

The EASA-rules, the Review of EASA basic-regulation, as well as the Single Sky framework and SESAR will be used to train the participants in the best way to be involved in the EU-aviation system and to optimise the outcome.

Course Content

Participants will learn:

  • How is the the EU decision-making organised and what is the role of the different actors at EU-State and industry level.
  • How is the EU aviation policymaking process organised.
  • How to influence the policy and decision-making processes
  • EASA’s rules and the SES – frameworkHow does EASA Functions and what are its tasks, structure and core-processes
  • Get to know the Regulatory structure of aviation safety and Single European Sky
