UNJE Evaluation & Auditing - Initial Training Course

Introduction

Please note participation to this course is limited to WFP/DFS delegates, however, interested employees from other humanitarian or relief organisations are welcome to attend subject to WFP/DFS concurrence.
Safety Inspectors of other humanitarian or relief organisations wishing to attend are requested to contact
training@jaat.eu with their contact-/organisation’s details and short motivation. Furthermore, a "Recommendation for participation by UN organization (WFP/DFS)" is required. JAA TO will then determine whether participation is possible.

 

This UNJE Evaluation & Auditing – Initial Training Course is part of the ICAO-based Inspectors Training Programme for UNJE Evaluators.
The objective of the Programme is to standardize the training and qualification standards for any aviation officer completing or participating in a UN Joint Evaluation Activity, which will ensure conformance to the ICAO SARPS and to the UNAVSTADS (UN Aviation Standards) by a UNJE registered AOC holder. The complete Programme consists of a series of courses, which – upon successful completion – leads to a Diploma.

Course Content

  • To enable the participants to understand the basic principles of Management Systems as applied to Quality, Safety & Security, in relation to Flight Operations and the management of Airworthiness (maintenance), associated roles and responsibilities and the necessary documentation requirements.
  • To enable the participants to understand how to evaluate such systems for effectiveness.
  • To enable the participants understand the basic principles of assurance / audit programmes and how to evaluate their effectiveness.
  • To enable the participants to understand basic principles in relation to the evaluation of AOC holders aligned to international assessment & audit best practice and ICAO recommended approaches.
  • To enable the participants to understand basic evaluation principles in relation to the UN registration and oversight of AOC holders, and how to conduct Auditing of potential and existing AOC holders, based on existing [UN developed] Check Lists and the principles of ICAO document 8335, and focusing on key safety / risk aspects.
  • To enable the participants to set up and implement an evaluation and oversight process of AOC holders utilising auditing techniques and aimed at the assurance of safe operations to support UN Air Transport Operations, other humanitarian agencies involved in air operations.

 

The above-mentioned high level objectives are broken down into a combination of knowledge and skills that need to be acquired by participants throughout the course.

 

Knowledge:

  • Understand the basic principles of Management Systems as applied to Quality, Safety & Security, associated roles and responsibilities and the necessary documentation requirements.
  • Understand the basic principles of assurance and audit processes that need to be implemented by an AOC holder and how to evaluate their effectiveness.
  • Understand the basic principles of assurance and audit processes that need to be implemented by an AOC holder and how to evaluate their effectiveness.
  • Understand the process of undertaking evaluations and audits as part of the safety risk assessment and UN registration process of AOC holders utilising internationally accepted auditing best practices as identified in ISO 19011, and taking into consideration the auditor competency requirements of ISO 17021:2011.
  • Understand the need for, and how to create a formal ‘audit base’ against which an AOC holder may be formally evaluated as part of the safety risk assessment element of the tendering and procurement process for the registration and use of AOC holders, (and in the case of UN Air Transport Operations the incorporation and use of existing UN Check Lists as an integral part of the ‘audit base’).
  • Understand the Initial and On-going Safety Regulatory Oversight processes in relation to the oversight of AOC holders as identified in ICAO Document 8335 (Manual of Procedures for Operations Inspections), and taking into consideration key safety risk aspects of Annexes 1,6 and 8 (as dealt with on the previous Flight Ops inspectors course).
  • Understand how to manage the evaluation and audit of AOC holders before and after contract placement, managing assessment and audit teams and to focus the auditing process onto safety risk critical areas.

 

Skills:

  • To enable participants to evaluate the effectiveness of Quality, Safety & Security Management Systems and associated assurance processes for Air Carriers used in support of UN Air Transport Operations.
  • To enable participants to set up and manage an evaluation and audit process in support of the selection and monitoring of AOC holders used in support of UN Air Transport Operations.
  • To enable participants to evaluate the effectiveness of Quality, Safety & Security Management Systems and associated assurance processes for Air Carriers used in support of UN Air Transport Operations.

 

These learning objectives will be achieved by means of this 6-day highly interactive training course culminating in a final examination to assess participants against the learning objectives. The course will require all participants to undertake a pre-course assignment and the final examination / test will be undertaken by all participants under JAA TO’s supervision.

The full process of Supplier Evaluation will be addressed together with best practice auditing techniques based around ISO 19011 and appropriate ICAO guidance materials and drawing on existing UNJE developed check lists.

Pre-requisites

Essential:

It is required that participants to this first course have a professional aviation qualification, and preferably have attended either a GSI or equivalent course.

Pre-course Assignment
In advance of the course, participants will be required to undertake a pre-course assignment which is designed to facilitate a ‘base line’ level of understanding of key documents referred to and utilised during the training course. These documents will be provided to participants approx 2 weeks before the start of the course.
