This course covers auditing techniques in relation to flight crew licensing (FCL) for both the civil aviation authority inspector and the auditing staff within Flying Training Organisations (FTOs) and Type Rating Training Organisations (TRTOs). It sets down the practices to be used in the inspection and approval process and how the inspector should conduct his audit task for inspections of FTOs and TRTOs under the provisions of Joint Aviation Requirements (JAR) FCL 1 and 2 and ICAO Annex 1 requirements.
The course also aims to equip flight crew licensing inspectors with the techniques and skills for auditing and report writing. An overview of FCL and auditing best practices based on Singapore's experience is also covered.

Although participants do not need to have previous knowledge of auditing, a basic understanding of JAR-FCL and other relevant documents as well as with personnel licensing department procedures and policies is required.
